Chap.6: SMSM Responsibilities and Accountabilities

Objective of Chap.6 of SMSM is to describe the safety authorities, responsibilities and account abilities for personnel involved in the SMS.
Criteria
   a) AM is responsible for ensuring that the safety management system is properly implemented and is performing to requirements in all areas of the organization.
   b) Safety manager (office), safety committee or safety action groups have been appointed.
    c) Safety authorities, responsibilities and accountabilities of personnel at all levels of the organization are defined and documented.
  d) All personnel understand their authorities, responsibilities and accountabilities with regard to all safety management processes, decisions and actions.

 Safety accountability and authority.  “Accountability”  refers to active management and line employee involvement and action in managing and maintaining safety performance. A certificate holder defines accountability by ensuring that each of its management and line employees is aware of his or her specific role within SMS and actively participates in carrying out his or her SMS-related duties. Once the accountabilities for these employees have been defined, Safety Promotion requires that these accountabilities be communicated throughout the organization. 
(a)  define accountability for safety within the organization’s safety policy for the following individuals: 
(1) Accountable executive, 
 (2) All members of management in regard to developing, implementing, and maintaining            SMS processes within their area of responsibility, including, but not limited to:  
        (i) Hazard identification and safety risk assessment. 
         (ii) Assuring the effectiveness of safety risk controls. 
         (iii) Promoting safety 
          (iv) Advising the AE on the performance of the SMS and on any need for                                      improvement. 
(3) Employees relative to the  safety performance
(b) must identify the levels of management with the authority to make decisions regarding safety risk acceptance
